You are a junior clerk at City Hall. Every day, citizens bring you their petitions: a sick child's medicine, a dead son's body, one signature for a pension. Check the papers, follow the rules, stamp. The rules get worse. You climb higher. Somewhere along the way, you stop asking why.
Your conscience has a gauge. You won't see it. It darkens the screen.
Window 1 · 26.10.87
Two real cases from the game. The papers are on the counter, the rules are on the wall, the stamp is in your hand.
